Biomethane, EU Commission gives the nod to the assessment of NRRP funds
Positive review on state aid for construction and operation of new or converted production facilities
The European Commission has approved under EU state aid rules a national scheme made available
through the NRRP to support the construction and operation of new or converted biomethane
production facilities in Italy. The measure, as Brussels reminds in a message, is part of Italy's
strategy to reduce greenhouse gas emissions and increase its share of renewable energy. The scheme
will also contribute to the REPowerEU plan's goals of reducing dependence on Russian fossil fuels
and rapidly advancing the green transition.
"The Italian aid scheme we approved today will promote EU production of sustainable
biomethane for the sectors of transport and heating, in line with the REPowerEU plan. The Italian
aid measure, which will be partly financed under the Recovery and Resilience Facility, will help
Italy meet its emission cut targets, reduce its dependence on Russian fossil fuels, and improve
security of gas supply, while limiting possible distortions of competition," commented Margrethe
Vestager, the Commission's Executive Vice President in charge of Competition Policy.
The scheme notified by Italy, in place until June 30, 2026, will be partially financed under
the Recovery and Resilience Facility, following the Commission's positive assessment and adoption
by the Council of Italy's Recovery and Resilience Plan.
The measure will support the production of sustainable biomethane to be fed in the national
gas grid intended for the sectors of transport and heating.
The aid will be granted cumulatively in the form of: investment grants, with a total budget
of €1.7 billion; incentive tariffs, with an estimated budget of €2.8 billion, to be paid during the
operational phase of the projects, for a period of 15 years.
