2019 incremental capacity procedure

Launch of the Incremental Capacity Procedure according to Regulation (EU) NO. 2017/459 of 16th of march 2017

 

Snam Rete Gas announces that on the 1st of July 2019 has been launched the Procedure useful to request, under the Chapter V of the Regulation (EU) NO. 2017/459 of 16th of March 2017, incremental capacity (i) at existing interconnection points, (ii) by establishing new interconnection points (iii) as physical reverse flow capacity at an interconnection point, which has not been offered before.

To participate to the incremental capacity process you must complete the form "Request for additional capacity", together with all attachments downloaded below, and send it using the fax number no. +39.02.3703.0396 and the email ipa@pec.snam.it by 26th of August 2019.

The above procedure is to be followed also for requests related to the TAP Expansion whose detailed information is available on the TAP website, at the following link:

According to the article 26 of the Regulation (EU) NO. 2017/459 of 16th of March 2017, Snam Rete Gas provides the Demand Assessment Reports (DAR) for EU interconnection points as well as in accordance with the other requests received by 01/06/2017.

In accordance to the provisions set in Article 27 comma 3 of Regulation (EU) N. 2017/459 of 16th of March 2017, SNAM prepared the documentation to conduct a public consultation on the identified draft project proposals to fulfil the received requests.

In accordance to the provisions set in Article 28 of Regulation (EU) N. 2017/459 of 16th of March 2017, Snam Rete Gas provides the project proposal submitted to the relevant national regulatory authorities.

    Resolution 426/2021/R/gas for the approval of the Project Proposal issued by RAE

    It is important to note that the approved by RAE "Project Proposal of TAP, SRG and DESFA for the 2019 Incremental Capacity Process", is formulated on the basis of the following changes (unofficial translation):

    A. In section G2.4 entitled as "Economic test parameter for DESFA", the f-factor is defined equal to 0.75.

    B. In section E1 entitled as "Participation criteria and Registration" and E7 entitled as "Gas Transportation Agreement (GTA)", in the points concerning DESFA, the Letters of guarantee to be submitted to DESFA, should be issued by any Greek financial institute supervised by the ECB (systemic Banks, namely any of Alpha Bank, Eurobank, National Bank of Greece and Piraeus Bank), or any Greek branch of an internationally reputable bank - or any internationally reputable bank - with a minimum credit rating of A -at Standard & Poor's or A3 at Moody's, which has benn approved in advanced by DESFA.

  • Project proposal for incremental capacity between Malta and Italy

    With reference to the Italy-Malta Project Proposal, we inform you that, following a request to postpone the binding phase of the incremental capacity process received by the shippers who sent an expression of interest during the non-binding phase, the incremental capacity won’t be offered during the yearly auction procedure foreseen in July 2021 and the binding phase will be postponed to a later stage.The relative information will be given as soon as possible.

     

  • Project proposal for incremental capacity between Slovenia and Italy

    With reference to the Italy-Slovenia Project Proposal, we inform you that, following the communication received from the adjacent TSO about the necessity to evaluate the developments of its system with reference to the incremental capacity processes still ongoing with other systems, the incremental capacity won’t be offered during the yearly auction procedure foreseen in July 2021.

    The relevant information will be given as soon as possible about the future stages of the process.

     

In accordance to the provisions set in Article 28 of Regulation (EU) N. 2017/459 of 16th of March 2017, Snam Rete Gas provides the documentation for the partecipation to the Binding Phase.

  • Joint notice

    With regard to the incremental capacity process TAP-Italy, Snam Rete Gas, DESFA and TAP prepared a joint notice for the opening of the binding phase.

  • Binding Notice SRG

    With regard to the incremental capacity process TAP-Italy, the Binding Notice is the document that describes the procedures and requirements for the partecipation to the binding phase on Snam Rete Gas side.

  • Annex 1 - GTA

    With regard to the incremental capacity process TAP-Italy, it's the Transportation Contract to be subscribed with Snam Rete Gas simultaneously with the subscription of the Annexes.

  • Annex 4 - Guarantee 20%

    With regard to the incremental capacity process TAP-Italy, it's the fac-simile of the bank guarantee regarding the confirmation of the capacity commitments to be presented within the deadline established by the Binding Notice.

  • Annex 5 - Guarantee 3%

    With regard to the incremental capacity process TAP-Italy, it's the fac-simile of the bank guarantee regarding the coverage of obligations deriving from the provision of the transport service, to be presented within the deadlines defined in the Binding Notice.

     

  • Annex 6 - Guarantee 2/3

    With regard to the incremental capacity process TAP-Italy, it's the fac-simile of the bank guarantee regarding the coverage of obligations deriving from capacity booking, to be presented within the deadline established by the Binding Notice.

  • Annex 7 - Guarantee 100%

    With regard to the incremental capacity process TAP-Italy, it's the fac-simile of the bank guarantee regarding the coverage of obligations deriving from capacity booking, to be presented within the deadline established by the Binding Notice.

  • Annex 8 - Competing procedure

    With regard to the incremental capacity process TAP-Italy, it's the procedure that will be followed in case the requests on Melendugno, Mazara and Gela IPs exceed the existing competing constraint. 

Snam Rete Gas provides the results of the Binding Phase.

  • Market Test for Incremental Capacity between TAP and Italy

    The 2019 Market Test has ended and no binding bids have been submitted. Interested parties are encouraged to follow the 2021 Market Test process. You may find all relevant information here.
