How to access Snam Rete Gas Pipeline Network - Shipper

Which players are able to access the Transportation Service?

The access to the Transportation Service on Snam Rete Gas Pipeline Network is permitted impartially and under the same conditions to all the players, both natural and legal persons, that meet the requirements set out in Snam Rete Gas Network Code.

What being a Shipper mean?

Snam Rete Gas assigns Transportation Capacity based on Shippers’ requests. Shippers are entitled, as Users of the Transportation Service, to inject or withdraw on any given day of the Thermal Year a quantity of gas not exceeding the daily capacity booked. Conditions to access the Transportation Service are defined in Snam Rete Gas Network Code, updated on the basis of the criteria set out by AEEGSI. Thanks to an IT Platform developed and made available by Snam Rete Gas, Shippers are able to trade gas on the Transportation Network at the virtual trading point (PSV).

Referring to the Balancing Regime, what happens in case of non-compliance of the condition EPSU <100% MEPSU?

Non-compliance with the condition EPSU <100% MEPSU involves:

- operations block on the Portale Capacità for the capacity booking;

- limitation of operations on the GME platforms MGS and M-Gas;

- limitation of operations relating to transactions of gas in storage at Stogit SpA;

- a block of selling transactions on PSV.

If, such condition lasts for 7 days in a row, the Transportation Contract will be terminated. For any further detail, please refer to Chapter 5 of the Network Code.

What are the requirements useful to participate in day-ahead auctions at Entry/Exit Points interconnected with foreign countries (through the PRISMA platform)?

To participate to this process you have to:

- sign a Transportation Contract and have obtained the login credentials to the Portale Capacità;

- be authorized to operate on the PRISMA platform;

- submit adequate guarantees for the transportation service;

- be compliant with the condition EPSU <100% MEPSU;

- to present absence of outstanding payments for the transportation and balancing service.

How can you access SRG Online Services?

To complete the registration to the SRG Online Services, you have to:

- fill out and send the Access Form to SRG, which is within the document “Attachment B – Form to request access authorizations for SRG portals” that you can download at the following path: “Business & Services” → "Archive to Thermal Year 16/17" → "Thermal Year 2016 / 2017" → “Capacity booking and transactions”, by way of example the document link related to Thermal Year 2016/2017: http://www.snam.it/en/transportation/Thermal_Year_Archive/Thermal_Year_2016_2017/Capacity_booking_and_transactions/.

- carried out the online validation request, through the sheet of the Portal concerned (available at the following link: http://www.snam.it/en/transportation/Online_Processes/). The data must match the list of applicants included in the "Modulo per l'Accesso".

Snam Rete Gas reserves the right to refuse any requests that do not meet the requirements listed above.

As far as Portale Capacità, the online access is directly granted by Snam S.p.A.

The User is required to state in the articles of the Transportation Contract:

- The person who will be entitled to have power of attorney (legal representative) with an associated user name;

- Users’ names which need to be extended for the the following Thermal Year.

What does "firm capacity" and "interruptible capacity" mean? Is the technical transportation capacity the sum of both?

According to the provisions stated in the Snam Rete Gas Network Code, the firm capacity is guaranteed in every day of the year except for cases of Force Majeure and emergencies, as well as in the periods in which operations, generating interruptions / reductions in transportation capacity (see par. 2.1 chapter 3 of the Network Code), are planned and executed. The interruptible capacity may be interrupted by the Transportation System Operator in the manner prescribed by par. 2.2 chapter 3 of the Network Code and in accordance with the characteristics of interruption published on the website at the following path: “Business & Services” → "Archive to Thermal Year 16/17" → "Thermal Year 2016 / 2017" → “Information to users”, by way of example see the document link related to Thermal Year 2016/2017: http://www.snam.it/en/transportation/Thermal_Year_Archive/Thermal_Year_2016_2017/Info-to-users/3_piani-eser-inter.html.

The transportation capacity is the sum of firm capacity and interruptible capacity.

Can you be authorized to operate on the PSV System without entering into a Transportation Contract ?

Yes, you can. If a Company (Trader) signs an “Access Contract for Traders using the PSV System”. For further information: “How to access the Virtual Trading Point (PSV) - Trader”.
