Connection service by shuttle ships referred to Article 7, paragraph 2, of Ministerial Decree No. 110 of 03/14/2022

With reference to the provisions of Article 7, paragraph 2, of the Decree of the Ministry of Ecological Transition of March 14, 2022, No. 110 concerning the promotion of additional gas volumes for the national system, Snam Rete Gas communicates the methods of providing a connection service through shuttle ships of adequate capacity and size (the "Service") aimed at connecting the GNL ITALIA regasification terminal located in Panigaglia with regasification terminals located in the Mediterranean Sea, which carry out the reloading service, in particular with those of the Iberian Peninsula.

To this end, this page of the Snam website shows:

This page shows: 

  • the availability of the Panigaglia terminal in terms of regasification capacity (slot);
  • the availability of regasification Users who have LNG loads;
  • the availability of Shipowners who manage LNG carriers on the list of ships compatible with the Panigaglia terminal pursuant to Chapter 6 of the GNL Italia Regasification Code.

In order to optimize the use of the Panigaglia terminal and to promote additional volumes of gas for the national system pursuant to Article 7, paragraph 2, of Ministerial Decree No. 110 of 03/14/2022, Snam Rete Gas - in coordination with GNL Italia - has prepared and makes available to Shipowners and Users the following board in which the dates for which the Users - who have enabled themselves to the Service - have LNG loads to be transported to the Panigaglia regasification terminal are made available and the Shipowners - who have authorized themselves for the Service - make themselves available to provide the connection service with shuttle ships.

The following board is updated and is valid only for the current TY 2022/2023.

 
 

In relation to the Service it is specified that:

1) the role of Snam Rete Gas in the connection service through Shuttle Ships, offered pursuant to Ministerial Decree 110 of 14.03.2022, consists in acting as a facilitator between the interested parties (e.g. User of the regasification service and Shipowner). For this purpose, Snam Rete Gas (i) makes available to Users and Shipowners interested in the connection service a notice board in which to enter their availability of LNG / LNG carriers and (ii) puts in contact Users and Shipowners who, on the basis of of the information entered - anonymously - on the board, have LNG cargoes and LNG carriers available on the same calendar day;

2) the inclusion of availabilities in the board by the Shipowner does not imply the assumption of a direct obligation on the part of the Shipowner towards the Users, without prejudice to the effects of specific agreements between the parties;

3) the inclusion of availability on the board by the User does not imply the assumption of a direct obligation on the part of the User towards the Shipowners, without prejudice to the effects of specific agreements between the parties;

4) the User interested in the Service will have to take part in the processes of assignment of the related regasification capacity provided for by the Regasification Code. Therefore, should the capacity be assigned to another User as a result of the assignment process, no claim can be made by the User or the Shipowner against GNL Italia. Below is the link to the contractual documents that must be sent to GNL ITALIA for the necessary accreditation;

5) Snam Rete Gas assumes no responsibility in relation to the correctness and completeness of the information that the User and the Shipowner may upload on this board. Therefore, if on the one hand the User and the Shipowner indemnify Snam Rete Gas from any liability (including towards third parties) in relation to the information published, on the other hand the User and the Shipowner who use the Service are aware that no responsibility can be attributed to Snam Rete Gas;

6) Snam Rete Gas also assumes no responsibility in relation to the LNG carrier accreditation process that GNL Italia will carry out pursuant to the Regasification Code. Therefore, with reference to the case in which the Shipowner has undertaken to deliver the LNG by means of LNG carriers compatible with the specifications of the Panigaglia Terminal, but not yet accredited, the risk of non-accreditation will be regulated between the Owner and the User as part of the their contractual relationship, without any responsibility being attributed to Snam Rete Gas and / or GNL Italia.
